The books were written 35 to 40 years ago. Neither side is shown as entirely Good or Evil, and mostly are concerned with achieving dominance in a power struggle against each other with humans caught in the middle. In D&D terms it's Lawful Neutral vs Chaotic Neutral.As an aside, I'm so tired of stories with the Order/Restraint = Evil and Chaos/Freedom= Good false dichotomy. Show me a story where the Big Good goes "Yeah, I'll allow you the freedom to make your own decisions, but if you fuck up because you follow your own appetites instead of common sense or the rules I laid out for you, I'm not gonna save you."
In the time periods presented under the rule of Chaos the humans create a might makes right tyranny for themselves and the gods refuse to intervene, and under Order the humans are given a heavily strictured society that becomes stagnant with no recourse.
During Order's rule the general populace that considers it 'Good' due so out of ignorance, and during Chaos's rule the general populace that considers it 'Evil' does so due to the treatment from fellow humans who choose to cause suffering.
