Perhaps if Lucas was actually not living on the streets this may be the case. However, I sort of doubt that the payee would let Lucas travel while he is still a street bum. The payee should probably encourage Lucas to use money to find an apartment. Although, not sure how that would go with no one wanting to rent to Lucas.
If he got stuck in Chicago. Oh, stand by. Especially if he couldn't find housing in the winter. People there would not put up with his bullshit and we would see lots of black eyes, probably. Lucas would be overwhelmed in Chicago.

With special trusts for SSI folks, vacations are perfectly fine, even encouraged. I assume enough time has passed with Suzanne and Starbuck girl's restraining orders that it wouldn't be an issue. If Lucas is gonna do bad stuff to a teen girl, he could do it any time he wants in Spokane or anywhere. They can't keep Lucas locked up forever.
