like, if you were to take one and hook it up to a power outlet in a looted store, how long until the cops find and disable it?

First off, antennas get put on roofs for a reason; you want good line-of-sight so your signal doesn't get blocked.

Second, radio direction finders are even more ancient technology than two-way police radios. Pre-WW1. So it's a pretty straightforward matter to use the direction from three points to triangulate the signal to within a block or so.

It's really a matter of whether the cops have the manpower, equipment, and preparation to deal with those sorts of things. If they do, it'll stay up for maybe 30 minutes to an hour, depending on where stuff is deployed and the situation on the ground. If they don't have radio direction finders, can't get boots on the ground in the area, or wind up having nobody responsible for organizing a response, it could stay up for a hell of a lot longer.

They'd probably be better off calling a local ham club and having them do a fox hunt from PD vics.
 
Have malls/plazas been broken into? It's all breaking into homes, small business, and big chains lately.
