Black-owned firms thrived under Jim Crow. After Jim Crow, black-owned firms had to compete with white-owned firms and lost in basically every industry. Who runs most of the businesses now in black areas? Asians (including Indians) and Arabs,. Funnily enough, the richest of those populations migrate to America and take advantage of government grants and low-interest loan programs that were originally only intended for black Americans. They set up shop in black communities, gouge the fuck out of blacks, and make a killing doing it.
Similarly, after school desegregation, the number of black teachers dropped dramatically. Liberals today argue that the teaching profession is too white and blacks need teachers that look like them to thrive academically. Interesting.
Historically the North and South have generally had the same outlook on race, but Northerners (namely WASPs) have a standards of decorum to masquerade their in-group preference. Northerners that advocated for various pieces of federal legislation viewed them as things that would only apply to the South. To this day, Northern schools are much more segregated than Southern schools. This isn't a controversial view, in fact many liberals have written about it.

Massachusetts schools don't teach that the state had the first segregated transportation (rail cars, specifically) in the country's history. Many Northern restaurants and landlords wouldn't service blacks.
Hell, forced busing was arguably more controversial in the North than the South. It led to many protests, but many of the whites protesting against it put on a facade to publicly pretend it wasn't about race.
Four years after Jim Crow was tossed, the minimum wage rose to $1.60/hr. which was around $11.00/hr. in today’s money. Most black businesses and workers were thriving because they were charging less to have the same quality of work done. That forced wage payment meant that there was no economic incentive to hire black workers, nor could a black business afford to keep charging a lower rate to compete with white businesses due to suddenly needing to pay their workers more. Suddenly, businesses had to start closing because they literally couldn’t afford to compete.
Asians and Arabs were taking advantage of “after-the-fact“ loans and grants. They had the advantage of coming in fresh, which have them better credit for better loan terms, along with not having to climb out of a hole.
The Northern states also had unions start making deals that locked business contracts within their states. Businesses could no longer get cheaper contracts from companies in other states. Think about it, why would you put up with union bullshit in New York when you can just have some guys from Georgia do the job for you? Some politician had to regulate that option off the table, funded by an organization of some kind. Which means that a business couldn’t base itself in a lower cost state like Georgia and receive higher paying contracts from states like New York due to union blocking. On the subject of keeping business within a state, I also would like to point out that the first federal minimum wage laws were meant for businesses engaged in interstate commerce only. Also, if you are known for charging less money for the same quality of work, people from other states would most likely come to you first.
