I actually think Trump is playing this about as well as can be expected. He isn't letting any city burn, it's the mayors (holding back local police) and governors (refusing to call in the national guard) that are doing that. This will never spill into the suburds, as even the rioters are smart enough to not tempt the dozens of handguns and ARs and shotguns in every residential subdivision. The Trump base is safe either way... and the damage is squarely on local / state politicians who have the power to act and did not.

And the media keeps framing it as "protests." So if the governors have to use the national guard the media will have to either change the framing so their governors won't look bad.

Should a President just let cities burn over politics? People who believe the antifa narrative hate him anyway...why try to appeal to them? Allowing the rioters to reach the suburbs would be just as disastrous for the Dems trying to keep their "peaceful protesters" narrative alive as it would be for Trump's popularity. So unless the Dems want to fulfill M.A.D., their police forces will contain the destruction to their own "plantation". So it's a waiting game, Trump is waiting for the narrative to become less believable by moderates (this type of narrative is vulnerable to decay over time because every violent incident that escapes the memory hole casts doubt in people's minds), while Dems are waiting for Trump's partisans to either force him to act, or start taking the law into their own hands .
