Are there environments where the brain would not have to develop as much as in other environments? Like for instance, environments without winters that select for future planning ability?

You realize that in such environments there are more likely to be large predators like lions, tigers and other large cats which eat humans... meaning that they would naturally cull the stupid people and make such populations more intelligent. Also, it would select for people that could at least plan out an effective ambush on such animals. Also there's the fact that the Balkans and Eastern Europe are literally filled with ethnic groups with 70-80 IQ and they have winters over there.

Predator avoidance doesn't require as long-term a thought process as winter preparation. Though the one thing I don't get about this kind of argument is why aren't the Indians (feather, not dot) geniuses? Their winters are worse than Europe's, but they're infamous for "Typical Nigger Behaviour". Is it because Europe has more hills and therefore selects for people who have the spatial intelligence to use the terrain to their advantage and the planning to place settlements optimally? Tibetans and Nepali have both factors going for them as well, but still got stuck in the Iron Age when the Europeans found them, and came up with prayer wheels, the most comically "missing-the-point of the exercise" invention I can think of. The Mediterranean rewarding cultures that develop shipbuilding, navigation skills, and the ability to quickly adopt inventions from other cultures on the same trade route? Ok, all 3 of these factors at once is pretty unique on the continental scale. It's starting to sound an awful lot like the Guns, Germs & Steel hypothesis except with biological evolution rather than cultural.

Basically, yes. We have one prosecution service (The Crown Prosecution Service) who tend to be the ones who set what the charges are and hope to get. After 2011, the government made it very clear that they were to go for the max in absolutely every single case, and in many cases (after the rioting and its wall to wall coverage shot any sympathies had) got exactly what they wanted in convictions.

It comes from the real observation that societies that need to deal with seasonal variation have to plan ahead. It is an effort to explain why the African human phenotype has a difficult time grasping the concept of "time" through a sociological explanation rather then a genetic.

It has been noticed that africans in particular have a very hard time grasping the concept of "the future". Basically the effect resulting from the cause. What comes after. And what comes after that. More horrifyingly, linguists noticed that African languages dont even have words for the future tense. They can explain past events present events and events that are happening presently because of past events. But there is no linguistic translation for the idea of "this is yet to happen but will". Or in simple English, "inevitability". "Inevitable" is a word that can be translated into western and Asian languages. But not african.

This is observed by people on the ground noting that Africans have a hard time showing up on time for anything. That it is nigh impossible to get them to plan for the future. And in the case of criminality, how they happily act on immediate impulse no matter the obvious long term negative consequences.

In a desperate attempt to say there is not a genetic or cognitive flaw in the African mind, western social scientists instead claim that this lack of ability to plan ahead and properly conceptualize time is a result of their societies developing in a tropical environment. If you dont need to worry about winter, planning ahead is not needed and so there is no selection against it.

I'm not going to pretend I know why intelligence evolved differently, but ultimately if it did, it is due to different environmental pressures.

These could be man made, such as societies that require intelligence to spread your genes effectively in, or perhaps they would execute certain people or just not provide them with subsistence.

Maybe it was the winters hypothesis.

Either way, I doubt those selection pressures still exist.
