Depending on the outcome they want, they can omit the "criminal" or "unarmed" portions of their data. So if a dude is trying to shoot his way out of a drug bust on his meth farm, he could be counted as an illegitimate shot solely because he's black. Other data sets painting a more objective picture (i.e. it's okay for lethal force to be used on people who act in a way that requires it to protect others) or a more dire racial picture (i.e. doesn't matter, still black and shot, counts as racism regardless because this would never happen to a whitman) can figure out how to do that.

Crime rates. Blacks commit 50% of the homicides, 30% of assaults. If you control for this, blacks are actually unrepresented in police killings.

It's not entirely clear cut, for instance there is some suggestion that police have a much higher index of suspicion for blacks - which I don't doubt, humans are pattern seeking animals.

Me thinks that mayor De Blasio and others like him talk about defunding police because in NYC for instance police pensions are huge part of the budget, and NYC budget liabilities are much higher than their income (it was true before corona). They probably have less popular sentiment to go after teachers which are even bigger drag on the budget, but since the police now is a convenient target, they might want to kill two birds with one stone.

If you read the part about the inside / outside game - they want to control government and have terror squads on the streets.
