Smaller mod groups already come together and release their mods as packaged content. I can imagine a working system where, for example, a graphics mod, a mod that adds weapons and armor, and a mod that adds new characters and quests come together and are released together for a cost. Maybe you could have a 'lore friendly' mod package, an 'anime bullshit' mod package, and a 'random assortment of stuff from other games' package.If a mod becomes pay-only then I get the feeling it won't be built upon by others in the community. Another uploader will offer something similar for free and that will become what everyone uses and creates content around.
Actually, that raises another question - a lot of mods build upon or just straight up import stuff from other games. The Guard Armor Replacement mod, for example, uses some retextured Witcher 2 outfits, and I can only imagine the clusterfuck around trying to monetise that.
