because (legal) african immigrants are pre-selected by the strict and harsh US immigration process. they're the cream of the crop of their home countries.
if you were to select the top 2% smartest and most successful blacks from all of america and only look at them, then you'd see a similar situation.

You know about Argentina’s history, for the past 150 or so years? If you don’t, you might want to read into it. I should warn you, though, that it might make you a bit nauseous.

They have a culture problem, but we aren't able to address it, because that's now called racist. Maybe we should tell them they get their reparations carrot if they can buy into society for a generation or two.

i assume its like most south american nations and went from republics to lawless violence to authoritarian fascist regime after a left leaning government failed to stop economic or criminal woes, glancing at it it does have interesting parallels to today though will look into it
