Yeah, it's called a mechanic and they have a place to work in called a repair garage, they can't go running around a city to fix people's break lights, as shitty as getting pulled over and getting a ticket for such may be.
If you're friends are are drunk fighting, they're already in trouble, how will a Crisis Intervention team Team going to help the situation? what are they gonna do, tell the drunk fucks to sit down or else they get a time-out?
Drug dealers usually don't care who is using their gear, just as long as someone is buying from them; they probably wouldn't sell to kids because it'll get them into more trouble, so unless they are consciously doing so, it should come as a surprise that kids are using their dope/crack/whatever and start refusing clients they suspect to be giving that shit to kids (which is whole other can of worms), but then that is a big "IF".
Now this is something that I could get behind, but again, this isn't something new; there are philanthropic programs to help kids get away from violence and gang-related activities. but that is for dealing with a problem, not a situation, such a an active shooter (BTW, the police can to do fuck all lest they be liable for the bullet that nips you in the ass if they try to pull out of a dangerous situation; so how is a TICIT going to deal with a situation in-action?)
