Yeah I'm aware how county jail works. My point is that there's a lot of homeless getting picked up on bullshit charges. Most often intentionally. Cops don't walk around running the information of hobos, they just ignore them. That means they're getting caught doing a thing. If you take the 60% statistic as fact, and then compare that to the county jail populations, you'll see an explosion that corresponds to things like violent cold snaps or heat waves.
The people that are physically doing the time in jail are low life nobody vagrants. This lends credence to the point that there is a type of person that actually wants to be in jail.
Those “Bullshit Charges” used to get Homeless and mentally ill off the streets aren’t always “self induced”. Police ignore Homeless in good weather unless they are being a problem. In bad or dangerous weather the Seargant or Captain will tell the Shift officers to get the homeless to shelter, one way or another. Thus they dust off all the assorted public nuisance laws for the night.
