This idea's second half can work, just not with the first half. I've been making this point to some people who simply cannot process that less funding for the police will have a deleterious effect on the least privileged in society, because they fundamentally reject that violence is not predicated on police presence. Anyways-

Police aren't trained for a lot of the shit they get handed. Sometimes they're given rudimentary, useless training and most of the time it's just the local officials finding someone to hand the bill off to. Police are fucking busy and usually understaffed, so it's not like they have a ton of time to train on it anyways. The idea of taking some of these things and shifting them over to social workers makes sense IF any form of responder (that is, not just someone filing paperwork or conducting harmless interviews or so-on) is also given a police escort.

Got a crazy guy shitting himself in the street? Send a social worker and the cops. Cops make sure the guy isn't violent, social worker then takes over registering everything, processing the paperwork, so-on, so-forth. Maybe the guy spends some time in a tank, maybe he doesn't - but at least there's a record of it, and the social worker takes the drudgery off of the cops. Home disturbance? Have the cops escort a worker, make sure the case is clear, then get the worker to get the required information and perform follow-up shit and so-on. Rape victim? Cops on the scene to be robocop if necessary, but you let the processing and treatment and follow-up get handled by a social worker.

You'll notice that unless you've turned off your brain in order to receive validation from signalling, this would generally be an increase in costs - cops are still required, they're just not being expected to play psychologist, sociologist, therapist, accountant, and case worker all in one. Maybe eventually you could get a good enough sample going and ready to figure out what things wouldn't need police escort and what would, and you could roll back shit then. Social workers would be able to directly see what the cops deal with, so you'd have a reasonable avenue for these bright-eyed, silver-spooned revolutionaries to wake up to the reality of what they were calling for.

There's certainly enough graft you could eliminate to produce some of the additional funding, and it pales in comparison to the retarded amounts these protesters want to shovel into "community" organizations that essentially entertain their donors and otherwise fart around when they're not shilling for the lefty fotm cause. But this idea might require a bit of nuance and would take time to see the results of, so it's better to just assume that 5'1" 110lb suzie will be just dandy buzzing on over to the scene of a drug addict hanging around the local starbucks and yelling at people.

People have shown how unbearably stupid and idealistic they are, especially the ones with no skin in the game. The ones who have no idea how anything works are the ones trying to dictate how law enforcement and social services should be run. Because criminals only ever attack people they know are armed and capable of defending themselves. Is the social worker just going to let an obviously drunk or high person drive off without asking to investigate the car? Tell them to stay put while they call the cops for backup, creating 'escalation' anyway?

The ones who complain 'cops never helped me when I called them so who cares' never think about why. Some of it might be shit training which - surprise - need more funding for better training. Some might be rural areas that have one cop and a chipmunk sidekick. But usually it's because idealogues keep voting for budget cuts or other political moves that neuter their ability to dedicate time and manpower to a problem, so instead of giving a shit your $400 junker got stolen they'll only focus on cars that cost $15,000.

I really wonder what people think police are for, and why they think they shouldn't be allowed to respond to violence with violence. Most Americans are lucky enough that we'll probably never need their help, so maybe that adds to the disconnect in people thinking you should be able to legally win your freedom if you can win a fight against a cop. I think one of the dumbest fucking arguments I've been seeing is 'but how many cops stopped murders' as if they're psychic teleporting ninjas.

The feds need to respond with an ANTIFA cocktail. Like a virus, ANTIFA members are adapting to riot control measures like tear gas, flashbangs, pepper spray, and the LRAD.

Similar to how HIV is treated, you need a combination of these measures to quell the mob in Portland.

My suggestion is to use to the LRAD to separate the normie LARPers. Then deploy tear gas, when the counter tear gas activists come with thier cones or gloves to deal with the tear gas, you toss half a dozen stingball into the area.

The sting ball grenades will put the counter tear gas activists on the ground. Then launch more tear gas farther out to prevent their "medics" or others from carrying out the downed activists.

Have about three to four officers with thermal scopes (they can see through tear gas) on their bean bag shotguns to hit any counter tear gas activists getting up or the very few activists trying to save their commie pals.

The Detroit protest last night started as a riot, and the rioters threw the gas back at the police causing the to scatter (good job DPD). I have seen departments just use smoke.
The issues across the board I am seeing:
1) Threats of force the police never follow up on when its justified (disperse unlawful assembly that ends up in to riots)
2) too much giving ground to the rioters/illegal assemblies
3) Antifa doing everything they can to have non/less then lethal options including trying to ban the use of them legally, forcing police to use physical force and/or deadly options. At some point I expect to see fire hoses / water canons back in use.
4) Allow the illegal assembly to take over roads.
