That is not a China only thing, I don't think we have accurate numbers from anywhere on the planet. There are enough posts in this thread to make a full other thread purely dedicated to how Tests and Tracking of this thing is completely and utterly inaccurate in about every way you can imagine.
Believe you are quite right. Only exception I can think of is possibly Japan. They seem to be pretty straight on such numbers, and their case numbers are small anyway.
