Where are you getting 400 million downstream? I think it's something like 280-300 million downstream (adding up the provinces and prefectures along the Yangtze downstream from the Three Gorges Dam), which is still obviously bad, especially because it includes Shanghai and the Yangtze Delta (100 million people and 3% of the global GDP).
People are saying numbers as high as 500mil "affected" by the collapse. So, it's probably a number that includes 2ndary effects.

Southern China is mountainous, they don't all live next to the river.
Let's go with 300 million in the affected area. Of that, 100 million people live in the low-lying Yangtze Delta which will be swamped by a rising tide of mud, bodies, garbage, and radioactive debris. Fortunately, even with China quality houses and commieblocks, there won't be as much floodwater as further upstream so more people and buildings will survive. But upstream, here's where we have cities like Wuhan which will be utterly smashed by this wall of water. Many commieblocks and other buildings like those of the Wuhan Institute of Virology won't survive this. Wuhan has 10 million people or so and it's a safe assumption that hundreds of thousands of people Wuhan alone will die.

No, it would shorten the day by microseconds. And probably not even that. The Indian Ocean quake and tsunami only shortened the day by 2 microseconds. And Earth's day gets longer by about 15 microseconds a year since the Moon is slowing it down. Earth's rotational energy is 2.1×10^29 joules. The entire Indian Ocean quake (the vast majority of which was deep underground) released about 4x10^22 joules. It's literally nothing.
Yeah, also changing the length of a day by a few seconds would actually be fucking disasterous. That would build up really fast.

The WHO has been carrying so much water for China, it would just be easier for them to go and have the government tell them to say "nope, everything's fine haha".

That's a god point, WHO should be even more dependent on china since US is trying to cut their funding. Or maybe they did that already, i forget.

Don't forget the 15 (sorry that number is: 25 nuclear power plants in the direct path, another 15 nuclear reactors along the river). Seriously this would be the worst ecological disaster ever in human history short of the biblical flood.

The UN has been formally notified that the US is withdrawing from the WHO, but I think the process isn't complete, whatever that process is.

Heck, why use an ICBM? That leaves too much evidence as to the point of origin and would add radioactive insult to injury.

Charge up an electomagnetic weapon and fire a bar of tungsten at Mach 20 into the dam from the other side of the continent or outer space or something. That would do it. And good luck tracing it. Of course that would be insanity.

I would expect it's the entire river, which would include Chongqing (30+ million people), parts of Sichuan and Tibet and probably some other places I can't think of off-hand. Though simulations have supposedly indicated that a collapse could affect Chongqing and Sichuan as well, so they're not entirely irrelevant to the discussion.

It's not just downstream that will be affected. Upstream will also be affected seriously due to water upstream in Sichuan rising. At least, according to an Epoch Times video about it. Granted, you have to take that source with a grain of salt, but it's better than most anything else I've seen. Here's the video:

If we're stating secondary effects, then does that also include all the people that are reliant on that 90% production of medical supplies? The number for secondary effects of this would be in the billions if that were the case. Supplies would be historically fucked due to every company putting their eggs in the China basket.
 
Everyone saying God is causing this flood, He promised he would never again wipe out mankind with a flood and He placed the rainbow in the sky as the sign of his promise. "When I bring clouds over the earth and the bow is seen in the clouds, I will remember my covenant that is between me and you and every living creature of all flesh. And the waters shall never again become a flood to destroy all flesh." Of course, with all that pollution, you will probably never see a rainbow in Beijing, and they did try to rewrite the only written record of that promise, so maybe God forgot.
