Sure that is what they claim, but I am always skeptical of such claims regardless of what some ToS, agreement, or contract states. If there is no local copy that you can use even if the internet is down, you do not own it. You are offshoring responsibility of backups and both digital and physical security (that you might not be even able to audit), to some one else, sure Microsoft should know how best to secure its system, but back in January of this year, it was discovered that you could access 250 million customer records spanning 15 years from MS, with out even a password, all plaintext, all exposed to the internet.

Also I hate Apple for how they made smartphones (or "blackberries" back in the day) popular for normies, it ruined the internet and tech.
