I'll go to bat for the survivors as a Devil's Advocate here:
Tea-bagging isn't always intended as an offense. When watching streams and playing from experience, there are significant lulls in gameplay, where the ideal move is to NOT move. Despite the action of a chase, stealth and remaining stationary is just as important, and I've seen a number of folks do things similar tea-bagging, such as rapidly alternating between forward and sidestep keys while walking far away from the killer where they could never see. Always assume it's a jittery player twitch and not an insult because for those quiet moments, stutter-stepping or squatting is the only actual move you can do. There's similar motions in League of Legends too, where one of the launch characters Singed had some wonky animation cancels when people move/stopped rapidly without slowing down much, such that they honored the unintended animation weirdness with a surfing skin later on. In a game with minimal input outside of the action, it's restlessness more often than insult, don't tilt yourself when it's likely not even a jab at you.
Furthermore the game actively rewards survivors not running through the exit gates once they're open. By staying on the board, you fake out the killer who's not at the gate by making them wonder which players are there or still trying to creep there. Survival scores continue to build by being the last man in the map and some killers will trade hits/heals with folks left over so all players present get more benevolence and brutality bloodpoints. Challenges even require you to be the last man out sometimes. There's commonly situations where it helps your teammates out on the field to make the killer come to the gate and force you out, so that they can open the other game or move into position while you're the focus. Finally with endgame hooks, remaining on the board is critical to squeezing out extra saves and lategame plays, but some of this decided in the, looking at auras and hand signals and trying to decide if it's worth the risk.
A lot of this could be solved by adding more meaningful emotes you can keymap at your choice and changing the way points are doled out for getting the fuck out, but knowing these devs they're just going to roll with what works now and not fuck with anything that matters.
