A skeleton crew of experienced Americans spend all their time redoing work, putting out fires, and babysitting the cheap labor that can't do anything not explicitly scripted in a procedure.

Same thing happened a generation ago with manufacturing and the NAFTA maquiladoras.

I'll never forget when I had to reverse a very complex system with no doc, little comments and variables like "tickleTime", "a", and "b" going through transforms for medical equipment. Oh. My. God. And I've been in no company with architectural breakdowns by function. Now I am curious about the caliber of companies you see moving roles like technical sales offshore? Not to PL too much, but I work for a very successful Silicon Valley company and our technical sales team cannot be offshored or taken over by H1Bs because it is the most valuable team in our company and we cannot afford letting partially qualified idiots in. The help desks, support, and engineers I agree with and see happening myself, depending on the company. Things like help desk and support end up offshore quickly in multinationals. Engineers run the gamut from being offshore (usually lower caliber companies or multinationals) to being H1Bs (most common in Silicon Valley companies of varying sizes and success).

Not Silicon Valley caliber, but it seems the only way to get an IT job in my area is to either be Pajeet, get a Security Clearance/join the military/NG.

It’s difficult outside of the “tech hubs”. I worked in private industry for a while to build up skills - there’s almost always a small shop somewhere that grinds through the local programmers at below market wages. Usually the trick is to put stuff on your github and get hired as an “enthusiast” to cover for your resume until you *are* Silicon Valley level.
