This map seems suspect. Several of the yellow-marked countries have social security systems that make it pretty much impossible to not have "the necessities of life" secured.
Are they simply not counting social security, so the statistic only measures who would be struggling with poverty if they had to live off their earned income?
Or are they using the retarded relative definition of "Poverty Line" that goes something like "x% under the country's average income"?

Right, and they did so because the city of Camden's tax base was so small that it couldn't afford to have an effective police force. So they created the county police, largely subsidized by the state and the wealthy White suburbs. And even though it's a county department, Camden is the only city in the county that actually uses their services. So now Camden actually has more police than they had before the "disbanding".

I'll play mild devil's advocate. Beanie Man did an interview with a Chicago anti-violence worker (I can't find it now because Google is shit and he changed the name around). He asked if the shootings were happening over illegal drugs, and the advocate said no; a lot of it was about "respect" and revenge killings. So if you're having that kind of problem, trying to intervene before a retaliation shooting happens is actually a decent idea.
Cutting the funding of cops in the hope that you can pull off such interventions is moronic.

The fuck they have a sheriff and sheriff department for the county, and now they are forcing the burbs to pay for a separate "county police" that only patrols the Camden city?
A city in my county disbanded their police (for budget reasons this was long before "Fuck the police" became "cool"), they now just pay the sheriff a bit more money to have some deputies to patrol the city at all times, (the city is the county seat with the Sheriff department being located in the same city).
