Officer-involved shooting under investigation in Kenosha

KENOSHA, Wis. (CBS 58 ) -- An officer-involved shooting investigation is underway in Kenosha on Sunday, Aug. 23.

The shooting happened near 28th Avenue and 40th Street around 5:11 p.m., after officers were called for a "domestic incident."

According to police, officers provided immediate aid to the person. They were transported via Flight for Life to Froedtert in Milwaukee for treatment. The person is in serious condition.

A large crowd gathered near the scene following the shooting.

Kenosha Sheriff’s Department and Wisconsin State Patrol were requested immediately so that the scene could be turned over to an agency other than Kenosha police.

The Wisconsin Department of Justice (DOJ), Division of Criminal Investigation (DCI) will handle the investigation.

 
Joggers are now 'peacefully' stealing cars from a used lot. Because they are so fucking upset about a jogger getting shot for resisting arrest, the only thing that will heal their trauma of this latest instance of a billion years of white oppression is stealing other people's shit.

You really think niggers would teach their kids how to deal with cops and not get lit up. Fucks sake, I figured out when I was a kid that it was a very bad idea to threaten or refuse to cooperate with men who are legally empowered to fucking shoot me. You'd think with how often they end up getting themselves shot by cops the nogs would teach their kids to keep their hands out of their pockets, keep calm, be cooperative, be polite and respectful, and for fucks sake don't act like a damn nigger.

They'll literally murder you for no reason while you're raping a kid or beating up a woman or committing armed robbery or shooting at a cop or otherwise minding your own business.
 
Tazers don't always connect, and even when they do they sometimes don't have an effect. That can happen for a number of reasons, be it drugs in the system or simple body mass. We only saw the last thirty seconds of what was probably a several dozen minutes long altercation. I'd prefer to wait for the full video from the lapel cams to come out on this one, but right now it's looking justifiable to me.

ANd they'd still chimp and riot about "excessive force" and getting tazed "for no reason" or the first shot didn't connect, so the officer reloaded and fired again and the papers would be howling about how you "TAZED AN INNOCENT MAN TWICE, OBVIOUSLY TRYING TO KILL HIM"

You can't win the "politics" side of these things, and shouldn't even try, whatever you do, the pro-jogger crowd will twist it so you are a murderous white supremacist. Doing whatever you feel is needed to keep the public safe, keep yourself safe and following your department guidelines is all an officer should have to be wondering about in a high-stress situation, not "How will this look in the papers tomorrow".

The narrative of BLM has become "every black life lost means we get to riot until we feel properly compensated for loss of one of our own" with the usual irony that they didn't care about him when he was alive, but since his corpse allows you to loot a new TV and pair of sneakers, he's a saint now....
 
Well... that was horrific... I'd love it if we could discuss policing methodology in a serious way. On the other hand, black... So we know how this chat/riot will go. That woman's scream. I am not fond of seeing any animal, even humans, in pain. One presumes the dead feel nothing, one at least hopes as much saying as we all end up there one way or another. Yet somehow oblivion feels like too much to hope for.

I can't answer that at this time. That's a discussion we need to have. I know nothing of the surrounding circumstances. All I know is it was a domestic dispute call. There is something unsightly, to say the least, about shooting a man that way. Maybe it was called for. I don't know. I do know that intimidation is not effectively used by police. They kill they don't terrorize. And while that might be more ethical it isn't necessarily more practical. Sometimes a fright is as good or better then a shot. That man was not afraid of the police. That alone merits discussion I think. As, frankly, does the notion of maiming. While not good in a governmental system with public health care, the US is not such a system. A few crippled crooks might just lead to less crooks over all.

Edited addendum: In retrospect, I think the police were far too close to the man they shot. Guns are ranged weapons and ought to be used accordingly, get too close and that weapon can be taken away, that isn't good. Frankly I think a solid baton beating would have been more fitting in that moment. But that's just me. And I'm embarrassed to say that yes, the cops apparently aren't as well trained with sticks as we'd like them to be. Jesus...

I was wondering what third degree sexual assault consists of, so I looked it up.

The TL: DR:

*No lasting bodily or psychological harm
*No threat or use of a dangerous weapon
*No threat or use of violence
*One perpetrator
*Victim over the age of 16
*Can be either PIV rape or sexual contact where the male offender cooms

Section 940.225 of the Wisconsin Statues created four degrees of sexual assault. The degrees are based upon the amount of force used by the perpetrator and the harm done to the victim. Section 948.02 regards age of the victim. First, second and third degree sexual assaults are felonies; fourth degree sexual assault is a misdemeanor.

First Degree Sexual Assault: A person can be imprisoned not more than 40 years for committing first degree sexual assault. This includes:
  • Sexual intercourse or sexual contact without consent which inflicts great bodily harm or pregnancy, or
  • Sexual intercourse or sexual contact without consent accomplished by using or threatening to use a dangerous weapon, or
  • Sexual intercourse or sexual contact without consent while aided by one of more persons by use of threat of force or violence, or
  • Sexual intercourse or sexual contact, with or without consent, with a person under the age of 13.
Second Degree Sexual Assault: A person can be imprisoned not more than 20 years and/or fined not more than $10,000 for committing second degree sexual assault. This includes:
  • Sexual intercourse or sexual contact without consent through the use or threat of violence, or
  • Sexual intercourse or sexual contact without consent which causes injury, including illness, disease or impairment of a sexual or reproductive organ, or mental anguish requiring psychiatric care, or Sexual intercourse or sexual contact with a person known by the perpetrator or be unconscious or mentally ill or under the influence of an intoxicant to a degree which renders that person incapable of appraising the person’s conduct, or
  • Sexual intercourse or sexual contact without consent while aided by one or more persons, or
  • Sexual intercourse or sexual contact, with or without consent, with a person who has not attained the age of 16 years
Third Degree Sexual Assault: A person can be imprisoned not more than five years or fined not more than $10,000 for committing third degree sexual assault. This includes:
  • Sexual intercourse with a person without consent of that person, or
  • Sexual contact with intentional penile ejaculation with a person without consent of that person.
Fourth Degree Sexual Assault: A person can be imprisoned not more than nine months in the county jail and/or fined not more than $10,000 for committing fourth degree sexual assault. This includes:
  • Having sexual contact with a person without that person's consent. Sexual contact means any of the following: Intentional touching, by the complainant or defendant, either directly or through clothing by the use of any body part or object, of the complainant's or defendant's intimate parts, if that intentional touching is either for the purpose of sexually degrading or humiliating the complainant, or sexually arousing or gratifying the defendant.
Consent: The law defines the word consent as words or overt actions by a person who is competent to give consent indicating a freely given agreement to have sexual intercourse or sexual contact.
