Officer-involved shooting under investigation in Kenosha

KENOSHA, Wis. (CBS 58 ) -- An officer-involved shooting investigation is underway in Kenosha on Sunday, Aug. 23.

The shooting happened near 28th Avenue and 40th Street around 5:11 p.m., after officers were called for a "domestic incident."

According to police, officers provided immediate aid to the person. They were transported via Flight for Life to Froedtert in Milwaukee for treatment. The person is in serious condition.

A large crowd gathered near the scene following the shooting.

Kenosha Sheriff’s Department and Wisconsin State Patrol were requested immediately so that the scene could be turned over to an agency other than Kenosha police.

The Wisconsin Department of Justice (DOJ), Division of Criminal Investigation (DCI) will handle the investigation.

My amateur understanding of when cops can use deadly force on a fleeing person is when they can reasonably assume the fleeing person is a danger to others.

If you're outside of your car and in the course of resisting arrest, you start struggling to get back to your car, they're going to assume you have a gun there and you're going for it. Also if there are kids in the car, they're going to assume you're about to get in the car, start it, and escape and set off a high speed chase extremely dangerous to officers, the public, and anyone in that car.

Doctors don’t yet know if the injury is permanent. “I want to put my hand on my son’s cheek and kiss him on his forehead, and then I’ll be OK,” Blake’s father says.

When Jacob Blake’s father talked with his son Sunday morning, the younger Blake was gearing up for a day of celebrating his son’s eighth birthday.

That evening, the father got word that his son had been shot eight times by officers. Eighteen minutes later, he saw the now-viral video, he said.

“What justified all those shots?” his father said. “What justified doing that in front of my grandsons? What are we doing?”

Some witnesses say Jacob Blake, a 29-year-old Black man who attended middle and high school in Evanston, was simply trying to break up a fight Sunday evening. The cellphone video of the incident shows Blake walking around and opening up his car door before appearing to be shot in the back by police.

Eight holes
His father said there are now “eight holes” in his son’s body, and he’s paralyzed from the waist down. Doctors don’t yet know if the injury is permanent.

The elder Blake is now making the drive from Charlotte, North Carolina, to be with his son in the hospital Tuesday.

“I want to put my hand on my son’s cheek and kiss him on his forehead, and then I’ll be OK,” his father said. “I’ll kiss him with my mask. The first thing I want to do is touch my son.”

Growing up, the younger Jacob Blake was a “happy little dude,” his father said. He grew up in Winston-Salem, North Carolina, before moving to Evanston in middle school, attending Nichols Middle School and Evanston Township High School.

He’s been living in Kenosha for about three years, his father said, and is the father of six children between ages three and 13. Family is “definitely” important to the younger Blake, who has seven brothers and five sisters, according to his father.

“If you were in need of something and my son had it, he would not hesitate to give it to you,” his father said. “He’s a very giving individual.”

The elder Jacob Blake keeps a book on his nightstand that his son made and dedicated to him in third grade. “He’s very sincere,” his father said.

Family’s Evanston, civil rights ties
Musician L. Stanley Davis has been friends with the Blake family since 1971. The Rev. Jacob Blake Sr., the grandfather of the Jacob Blake whom police shot in Kenosha, was the “father that I never really had,” said Davis, 68, of Woodlawn. The minister was an activist for affordable housing in Evanston and pastored the Ebenezer African Methodist Episcopal Church, Davis said.

In 1968, the Rev. Blake helped to organize a march in support of fair housing after Martin Luther King Jr’s death, according to the Evanston History Center. Four years later, he led his church in building the Ebenezer Primm Towers, which provide affordable housing for seniors. In 2003, Jacob Blake Manor, which also provides low-income housing for seniors, was named after the minister.

Davis and other former members of the Northwestern Community Ensemble, a gospel choir at Northwestern University that Davis co-founded in 1971, are paying for a hotel room for Blake’s father in Lexington, Kentucky, as he travels to Wisconsin be with his son.

“He was a little tyke,” Davis said of the younger Blake. “I know that he’s his daddy’s son.”

Protests erupted Sunday following the shooting of the 29-year-old Blake, with cars set on fire and windows smashed out. Monday night, peaceful protesters marched through the city streets, denouncing police abuse, but the incidents again turned violent after dark. Kenosha residents were waking up Tuesday to desolate streets with burned out buildings.

Blake’s partner, Laquisha Booker, told NBC’s Milwaukee affiliate, WTMJ-TV, that the couple’s three children were in the back seat of the SUV when police shot him. “That man just literally grabbed him by his shirt and looked the other way and was just shooting him. With the kids in the back screaming. Screaming,” Booker said.

“They start to wrestle,” the witness said. “The officer is punching on him. Two officers come to assist. They get him down on the curb behind his vehicle. Somehow he manages to get up. They said he has a knife. All of the officers pull out their guns. ... (One of the officers) tells him, ‘Get out of the car!’ and he starts shooting.”

The witness said he never saw a knife.

Wisconsin Gov. Tony Evers said Monday that he has seen no information to suggest Blake had a knife or other weapon, but that the case is still being investigated.

The police officers who shot Jacob Blake were “the flint as well as the gasoline” sparking the violence in Kenosha, his father said.

“Those police officers that shot my son like a dog in the street are responsible for everything that has happened in the city of Kenosha,” his father said. “My son is not responsible for it. My son didn’t have a weapon. He didn’t have a gun.”

So... I see a lot of enlightened libs talking about how he was shot in front of his kids.

But let's say he gets in the car and drives off successfully. Now 3 kids are going to be involved in a high speed chase, because the cops are obligated to arrest a man with a felony warrant.

How is that any better? The dude was likely wasted and was about to put his children's lives in danger.

Sure, a case can be made that they could have subdued him differently, but even if he isn't reaching for anything in the car (which it certainly looks like he was), the vehicle itself in this context is a deadly weapon.

They will make the same mistake as the George Floyd case, demanding justice beyond that which is warranted.

The officers in his case were bumped up to first degree murder. That in itself is going to allow the guy to either get off completely, or plead to lesser charges - in which case there will be more riots.

In both of these cases there was no premeditated attempt to take either of their lives. Which, if I am not mistaken, is the clause for first degree murder.

I think the fact that Blake did not die makes this even worse. Because in the floyd incident they were demanding that non lethal measures could have been taken. So we see it handled in a non lethal way here, yet the riots are just as bad, if not worse than Minneapolis.

They move the goalposts. And the issue here is that they will never be satisfied.

I am white, and I too am upset that people are killed by the police every day. But I dont fucking riot over it. And if I did, society wouldnt reward me with concessions and virtue signaling.

I dont want to come off racist, but the sheer amount of damages that these people will never, ever, have to pay for should be considered a form of reparations. If we are going to excuse this deplorable and childish behavior for only one race, then they are clearly not as oppressed as they so badly wish they were.

If we are going to be so obligated to indulge their demands for reparations, we should take into account that they have already cost the nation as much as their ancestors are owed.

Nothing can change the past, but you have to move on into the future. Yet they act like it was just yesterday they were freed from slavery, each of them personally carrying this hardship. They are spoiled children compared to their ancestors. They have far more success and opportunities for success than any generation that has come before them.

The thing is, they don't want equality, they want to be placed on a pedestal. The left has been parroting this sentiment and encouraging it, to the point where I think the Democratic party is realizing they accelerated this issue to a new and dangerous level. They have to go all in on the election, because they are learning through destruction of their strong holds that this cannot be sustained in a way that benefits them.

I expect, no matter who wins, for the liberal politicians to stop so fervently endorsing this behavior. In the very same way that Trump used outrage to mobilize the right, the left is trying to mobilize their following. But it is backfiring horribly, and it's Biden or bust, because they cannot sustain this brand of rage. No longer does the rioting confine itself to the ghetto-league portions of town. Now it is spilling over and into real infrastructure, and I guarantee that was not part of the plan.

Once the smoke from the election clears, they are going to back off and try to calm their base down, or risk the entire fabric of the country coming apart.

What pisses me off the very most is that in just a year's time people will be walking down these burned down streets, pointing and saying "I grew up in such a shithole that I had no choice but to turn to crime." But in reality it is they who created these circumstances. Every time their surroundings see a semblance of legitimate success, they find an excuse to tear it all down.

Because stealing electronics and cars once is worth never having access to that store again. Because these businesses aren't just going to collect their insurance money and rebuild. They are going to relocate and never, ever come back.

The more this happens, the more your average person making a living is going to be against any BLM cause. This isnt just the goods and services leaving the area. It is jobs too. For the poorer folks who cannot afford cars and walk to these businesses to make a living, they don't have the luxury of finding a new job that is nearby anymore.

One of these nights someone is going to get shot. Whether it is from DHS or some opportunistic sicko fuck on the street, it won't matter. And you know what? No one will care. They will just start the rioting all over again.

I think they tried to taze him at some point as well. While at least 1 cop has a gun on him and is ordering him to freeze, he opens the driver's side door and starts rummaging around.

Once he did that, it gives the appearance he's going for a weapon, so the cop opened fire.

I have little sympathy for the guy because he chose his own destiny there. If you fight with cops then ignore orders with a gun on you, you're probably going to get shot. That's referred to as "suicide by cop" for a reason. Given his previous history of doing the exact same thing (ignoring police orders at gunpoint) in that arrest from the bar incident, it appears this guy just doesn't give a fuck. All he had to do was comply with orders and he stays bullet-free.

However, I also fault the lazy, undisciplined cops, who couldn't handle a single perp with 4 of them on him. They wouldn't have needed to open fire if they had the ability to wrangle tards properly.
 
Where's the bloody 'rape conviction' then? I had to look on an actual news article from Minnesota to find out wtf you were talking about, and he does have an outstanding sexual assault charge, but there was no date served or conviction. Whether a shooting is justified hasn't mattered since Mike Brown. There was the guy in Louisiana in either 2015 or 2016 around the time of the first BLM riots who was selling burned CDs outside of gas station or convenience store. The police get called. As he's on the ground resisting multiple officers, he tries to pull the gun out of the front of his waistband and is shot. This is on video from a dashcam. You clearly see him fighting officers and going for the gun. It happens in plain view. According to BLM he still dindu nuffin.

I have not seen it yet, but apparently there is a full video of the incident that shows him brawling with the cops. They hit him with a taser to no effect. The major difference between this and the prior incident is they only had two officers and no K9 Officer Dozer to bite his balls off again.

Here's something that nobody ever thinks through. How many officers does it take to subdue a violently fighting and combative adult male? As a general rule it is a minimum of three to do it safely to all involved. Just two and everybody is getting injured and the officers will have a high probability of losing control of the situation. Look at the video of the Rayshard Brooks shooting at the Atlanta Burger King. You can see how easily 1 drugged up loony can toss 2 cops around.

I live down here, I remember Alton Sterling. When it came out, the cops got fired and within the next couple of months almost no one was talking about it.
I went looking for the video and Sterling was a different incident than I was remembering. He was in a red shirt and in the video I was think of the subject was wearing a white shirt. The police had been called on Sterling because he had allegedly pointed a gun at a customer. That's my mistake.
 
It's embarrassing that multiple cops can't wrangle a nig, but it's understandable because it can be difficult to physically control people and they don't have the training.

Here's a reform that would make sense: Comprehensive restraint training, like what they use in the crazy house combined with submission holds and strikes. Include regular classes and yearly evaluations. With the relatively low quality of today's police (and all the women and fats) it'd be an uphill battle to get them all trained in wrasslin', but it'd be better than nothing. Frankly a hip toss followed by a good choke is a more effective way to stop a combative person than a taser or mace, both of which cause momentary confusion and dysfunction but don't actually control or restrain anybody.

While it's absolutely impossible in today's America, the fastest and easiest stopgap would be to bring back batons/saps. If they're really serious about keeping the cops from shooting joggers and other crazies, then have them escalate right from verbal command to beating you around the head and body if you fail to comply. Obviously at range it'd still be guns, but if you're actually trying to subdue a violent criminal why should you have to wrestle him? A few blows to the head and legs will lay low the surliest Africa-adjacent individual. You could potentially kill someone with a baton, but if it's baton vs. getting shot it's pretty obvious what's less lethal (also when you or the cops shoot it's very likely to kill or maim, since the way the law is written it encourages dumping a mag into someone as fast as possible to stop the threat).

Id rather 10,000 non compliant shitstains like this get shot in the head than even one cop die. They are cleaning up the neighborhood and if the black people in these neighborhoods actually cared about safety or their own lives theyd be on the side of the cops. And that's an important issue. If you don't give a fuck about the guy you're "restraining" you can just start out by killing him, or just immediately start beating him as hard as you possibly can with nightsticks. In many countries that's what they do. But in this case, they fucked up and let him get to his car, i.e. what they have to assume is he got to his GUN.
