I'm not sure how much of the joggers in Kenosha were actually brought in from far away versus how many just drove over from nearby Chicago since Lightfoot is putting the squeeze on Antifa and BLM that get too close to her or her cronies.

I'd say the majority of the Antifa punks are bussed in from elsewhere, although I can definitely see the Chicago Antifa gangs being "first responders" alongside BLM activists and any hood rat types they talked into going with them.
