Pure speculation from a thought that crossed my feeble mind.
A Psych report that generally said, "Mostly normal. Felt threatened, so bought non-lethal weapon" would be a fairly quick report to read, and not one that would require substantial extra time from the justice.
My other thought would be, "paranoid and delusional " would require little extra time to read, but some judicial research on precautionary sentencing practices and rehabilitation.
A report that showed paranoid, delusional, and factors which put public at risk, then I wonder what happens..
