For different reasons, the one you listed being one of them? Boiling down historical trends to a single answer is reductive at best.Eh, that distinction does have merit, but the general idea of the point remains:
Why do small power structures attempt to form larger structures, whether it's family groups forming a tribe or small tribes forming a bigger tribe? In the end, it boils down to Realpolitik and the advantages of larger groups that have to defend themselves (be that "politically" or physically) against other large groups or outside threats.
