My autism was tingling on this. I confirmed everything you posted.

I found a reference to 009 being standard mail.

As far as the tracking number not being in the system, if it has been more than 120 days, standard mail tracking is purged.

The tracking number would be for where the mail is going to, so Durham would be correct.

My theory, since he posted this yesterday and said he "got this in today's mail" he his obvious lying. Notice that the letter has what looks like a piece of paper cut out for the address label.

I think he just took an old piece of mail and put this address on it. This is why isn't showing up in the tracking for USPS, because it has been more than 120 days.

From what I have read, that seems to be on Intelligent Mail package barcode (IMpb) and doesn't seem to be on IMB.

That being said, 009 may not apply to standard mail. This was just the only reference I could find from USPS.
