As far as the tracking number not being in the system, if it has been more than 120 days, standard mail tracking is purged.

My theory, since he posted this yesterday and said he "got this in today's mail" he his obvious lying. Notice that the letter has what looks like a piece of paper cut out for the address label.

That screenshot indicates that there's a Julian Date field... so is there a date encoded in that tracking number somehow? Would that tell precisely how old it was?
From what I have read, that seems to be on Intelligent Mail package barcode (IMpb) and doesn't seem to be on IMB.

That being said, 009 may not apply to standard mail. This was just the only reference I could find from USPS.
