There is no hard proof (Like admission) he ruled it a homicide by watching the video, just well educated guesses based on...
1. His self promotion i believe to have been on CNN or MSNBC (Bias)
2. His report contradicting the original Autopsy report that there were no signs of strangulation from the officers including the knee.
3. The Newer arrest footage being withheld from public for so long.... You know how investigators sometimes deal with criminals/murderers... Well the newer footage made it clear that Floyd was chewing a lethal dose of fentanyl in his car to dispose of evidence, AND was saying i can't breathe before he was on the ground, in fact he asked to lay on the ground. This is info the "independent" Autopsy was not privy to, thus his conclusion that Floyd was being choked by a knee was pre-determined by the first video.

The city's Bureau of Environmental Services announced a $20,000 enforcement action against the U.S. General Services Administration on Sept. 10, and says it will seek another $20,000 each day if the fence still stands beginning Monday, Sept. 14.

The Portland Bureau of Transportation has levied a $500 penalty every 15 minutes on the iron barricade since July 28, saying it illegally blocks a bike lane on Southwest Third Avenue.

PBOT confirmed to Pamplin Media Group that the fee is still active, and recently topped $2.3 million.

The feds haven't even bothered to respond.

This is a witness account of a fire starter in Elk Rock, Oregon as posted publicly on the 10th by a "Jay Walker" (I'm not even sure he knows the witness so inquiries may be pointless) on fb and is now circulating a bit on twitter. There definitely seems to be a battle starting between Local and Rural authorities and Accounts like "FBI Portland" to control the narrative concerning arsonists. Clearly local officials are arresting arsonists and are now finding remnants of fireworks used to start fires In spite of what certain agencies are claiming to have no such evidence and dispelling it as unhelpful rumors and conspiracy.
