I think people are overcomplicating this. I think Vickers gave up because it finally dawned on him that he can't really do shit. She's 18, and her own guardian. Thems the breaks.

This deplorable situation will eventually unfuck itself, after a fashion, without Vickers intervention. Unfortunately, it will likely involve lots of tears and a very ill advised pregnancy. That's also the way it usually goes.
