CIA has safe houses for defectors and such, and they dual-handle some agents with the FBI, but they're not skulking around the US doing operational acts. Though you might mean something else by "operate."
I don't know what an NSA field agent would be, but NSA/CSS includes the service cryptologic elements, which deploy all over the world. Ditdots can be pretty weird, but they're not NEETS. NSA/CSS also has civilians deployed to CIA stations in the Special Collection Service.
Sheep dipping is when a person's status is changed during their service--real or for cover--not finding a new job after their obligation ends.
