Sure looks and sounds like he was. Doesn't look like he kept moving forward at them after the first sudden jerk he makes when they tell him to not do that but right before he gets shot he gestures with the knife and says 'I'ma stab him'. Not the cleanest shooting you could ask for and probably enough to get at least a minor jogathon going but eh. He had plenty of opportunities to not get shot.
