Rudy's specific words about the contents of the pictures stuck with me from his initial reveal (back when he broke the "walking around naked smoking crack" texts), he was VERY specific. He said as I recall that "it would be a felony for a law enforcement officer to not report it" or something identical in meaning.
My working theory is some of the pictures do depict child abuse or neglect, as defined by law, but not necessarily sexual abuse, he didn't go that far in what I heard.
Law enforcement are mandatory reporters, and the scope of things they are required to report if they see them include sexual abuse of children...but also a lot of other kinds of abuse and neglect against children which ain't necessarily sexual.
I'm 95% sure that a picture of HB walking around smoking crack naked while a 14 year old is in his presence in that 14 year old's parent's home given the surrounding context would qualify for reporting, even if he wasn't sexually abusing that 14 year old in said picture.
Feel free to tell me I'm full of it, but my cynical side glommed on to that very specific wording and knowing Rudy is a lawyer makes me think that specificity isn't a coincidence.
What do you think "reporting" entails, exactly?
I'm familiar with the system through my work. Here's how it goes:
You're some kind of authority figure over a minor - maybe a teacher, maybe a coach, maybe a nanny, whatever - and you have before you a textbook example of neglect. You know it's an unhealthy home environment. You know whatever the kid is experiencing is going to employ a therapist one day. So you make a report. But the cops don't go in and rescue the kid. They send a social worker. It's their job, after all.
So the social worker goes in and interviews the family. Maybe they interview the minor alone. Maybe they interview the minor with the parents present. In either case, the minor doesn't exhibit obvious signs of abuse or neglect. No bruises, no malnutrition, coached responses, family loyalty, etc. Turns out that, whatever's happening to the minor, they weren't looking to be rescued. And the parents have an explanation for everything. So the social worker needs to think about the worst case scenario: what do I tell a judge & jury if they (including the minor) dispute me in court?
So the social worker says, "okay, well, let's follow up in a few weeks and see how it's going." And they do the song & dance until the worker closes the case, or until the kid shows up with a black eye or ribs showing from hunger.
And that's how it goes with fucking ghetto kids, never mind the granddaughter of one of the most powerful men in the world.
