When you don't have a real camera in front of you, you kind of have to compensate hard with actual talent. Tiddy streamers rely on the fact that you can actually see them. Vtubers can't really do that without going into their assets and moving the avatar around, those with home3D being an exception but it's still an avatar.
Honestly, I find Risu more noticable than most of the more cleavagey girls like Choco and Mel, because she has that weird syncopated bouncing between her chin and her tits, but despite some dirty jokes she runs a pretty clean stream. And even Mel‘s new outfit even toned it down signficantly.
The 2D girls actively discourage people donating money if it means they can’t eat or pay rent.

Pretty much this. I thought it was stupid at first, but all titty streamers do is let their tits hang out. Vtubers, surprisingly, require a good voice and personality to keep people going, because otherwise you're just looking at an anime girl.
Yeah it also helps that most V-tubers actually seem to enjoy the content they play.
