Either he never cleans his pc like using ccleaner or other system cleaning software. Or he is stupid and just needs to update his settings and some drivers. Or he is lying because switching to PC is too much work and made a bs excuse.

My guesses
1) He needs to clean his PC, but physically. I can't tell you how many people during my school, university and work years have come up to me saying that their computers/laptops are starting to run really slow and how they could run the hottest new Total War game on max unit size and setting and now it lhegs like a motherfucker. Then I open the thing up and it looks like a rug marketplace in there. After cleaning it up it starts working like a charm. Phil didn't even clean his fucking pillows for over a decade who the fuck expects that he's gonna practice good computer hygiene.

2) Drivers because he's too dumb to update them

He is probably lying because if my shitty $500 pc that is the same age as his pc can run Fallout New Vegas with mods and TF2 at high settings with OBS on then his $3k lemon should be able too with no problem. Wait Phil is dumb and cant even hang a fuckin HOOK to the wall

I'm leaning towards lying myself, if for no other reason than I have a hard time imagining Phil actually took the time to install/try the game out before his stream. When was the last time Phil actually did that? Phil is pretty open about how much he dislikes streaming on PC, not to mention how weird he can be with playing multiplayer games. I don't think it is a stretch to say he's looking for an excuse not to play TF2.

How badly have Phil managed to configured that PC? TF2 works on nearly everything, old or new.

He'd still need to implement the fixes. Updating drivers? Downloading patches? Uninstalling and reinstalling? Adjusting settings? That's a big fucking day for Phil. He'd probably need a nap after he got it running.

It's not taking from paypal tips or whatever, just another avenue for streamers to get money and for a pop up to show in chat. Literally YouTubes superchat feature but with a 50/50 split. Also it appears to be completely optional so dsp can disable it. It appears to be in a beta stage with only a handful of channels testing it.

Really funny to see it laid out like this with the pathetically low vote turnout he gets. Why doesn't he run polls through Twitter? Oh right, detractors would pick troll games like... Street Fighter and Danganrompa that have nothing to do with Halloween. Nicely sidestepped that one, Phil. More than half the games on this list have nothing to do with Halloween or horror and are specifically there to troll.

So just Phil being as lazy and cheap as possible yet again. He already owns Dino Crisis and TF2. He already bought and started playing Little Hope. And Five Nights at Freddy's is five bucks. He should play Zombies Ate My Neighbors, it's on the Wii Virtual Console, but that would mean hooking up his Wii U and he's far too lazy for that. I predict he's going to drop TF2 for 'technical issues' and just put the time into Little Hope.
