One of my early seminar professors had a "minimum number of citations" requirement on the final paper where we had to go into Web of Science/Knowledge/whatever it's calling itself these days and print out the citation report for each article we referenced. But he was kinda extreme with that sorta stuff.

That doesn't mean the article itself is peer reviewed at all. It simply means you cited the article.
