Not necessarily. There are a couple factors in that race in Virginia. The first is that Virginia has only recently tipped blue (Obama) - it has tons of conservatives, moderate liberals, and centrists. This is the kind of demographic that the rhetoric of the 'activist' portion of the Dem party terrifies.
Gun sales soared in Virginia to record highs and was attributed in local press to the riots and calls to defund the police.
Virginia congresswoman Spanberger YELLED at Nancy Pelosi on the Dem caucus call that she almost lost her race because of "defund the police". She said, do
"not ever use the the word socialist or socialism ever again" and if they run this race again
"we will get fucking torn apart in 2022". It's very plausible that many Virginians felt comfortable voting for a moderate like Biden, but were too anxious to vote down-ticket for other Dems. Dems should be sobered by that.
There's also the factor that the Dem in that congressional race was Qasim Rashid, a Pakistani Muslim. You know diehard Trump supporters aren't the only ones a bit uncomfortable with all that.
