Not exactly. What's happening right now is they voted to certify under threat, but they did not sign off on it so technically their votes didn't count. I believe that's what is going on anyway.

Even the Marquis expressed his surprised at just how powerful those guns had gotten. Which is kinda fucked up but also kinda funny.
If so that really is a 4d chess move by them. And if they can prove the threats it would be amazing.
