Highly likely. That whole downtown area is sort of the only place for hundreds miles around where you can survive as an on-foot homeless person. You can't exactly go Jeremiah Johnson out in the woods with the winters. Camping in the desert is hard because no water. The 'burbs and rural small towns won't have you. Under that bridge is kinda it until you hit Seattle.
Now that you mention it, i dont recall seeing any homeless people going too far from the bridge in the first place, probs one or two streets over tops

I'm in the area. Not very close but close enough. I've given a couple of rides to drifters to downtown or to a bus stop that takes them that way because there ain't shit outside of that area for them. They will die when the weather moves in.

Yeah. Dick's is still the same place. You just don't get mobbed by the homeless panhandlers and tweakers anymore. You are either a paying customer or their security people toss you out. They reworked the intersection too so they can't wander in the I-90 offramp anymore either.

Going to Sacred Heart hospital might be the best way to solve that. They do a fair amount of charitable outreach (Catholics, yo) and work pretty close with the homeless wranglers in making sure the folks under the bridge don't die.

Lol no. Not for simple outpatient ER shit. Spokane is a massive regional medical hub. Not only that but Sacred Heart is the multi-state "you have ebola" hospital. Current covid cases barely fill up their special disease ward.
