I think if anything Trump has shown a strong executive is an active liability. I've always been apt to disparage management of any type as being generally unnecessary, they generally have jobs so trivial they might as well not exist. However, the pandemic has shown what happens when you get a manager who not only refuses to do the simple things that an emergency requires you to do, i.e. creating an expert forum, expedite the recommendations of those experts and generally get everyone's guns pointing in the same direction. Not only did Trump do none of those things, he actively fought against expert advice in favour of his own crazy shit. The results are obvious for all to see.

Imagine instead of a crazy virus denialist, you had a war where the commander-in-chief's secret sympathies were with the enemy. How much damage could he do though delay and inaction before he was removed? The bureaucracy is more than capable of organising a defensive war. Putting a random civilian in charge of it is something of a lottery.
