I'd give it a 7/10 chance when I wrote it, but since the Senate passed the NDAA with an overwhelming majority it looks like the veto off the table. I'm still giving it a 50/50 chance now because a lot can change in 2 months and it looks like this is Trump's last wish.

This is a serious issue. There are very important people who have stakes in this law. They are doing things to progress their ambitions. This is the reality of the situation and these are my plans. I don't have to backpedal anything.
