This is another thing that always amazes me about the american system. Your version of a bicameral government.
Like, Spain over here has an "asymetric bicameral" system. Kinda like britain, except that our second chamber is actually elected like the american. Indeed we have a congress and a senate. Now. By "asymetric" I mean "the senate is fucking worthless", and I mean that in the most literal sense. How it works is usually congress passes a law in theory, then senate organizes an investigative body to research it, modifies it, and passes it again, then congress has a vote to see if it's truly approved. The idea was that congress would just do the ideology version and senate would draft the actual law, then congress ensures senate isn't off their pills. Issue is, that's not how it works in practice. It doesn't work in practice at all, because congress can just say no to senate, and indeed even if senate completely rejects a law congress can still say "we're passing it anyway lol", so what has happened is the obvious. Congress does all the work, votes it, senate grandstands and does speeches, and then congress passes it anyway. Similarly under our system senate is meant to be able to pass laws and send them to congress for approval, except if congress says no they don't go back to senate, so as you might imagine laws passed by senate are literally worthless and always pushed down unless it was very obvious from the begining congress wanted it passed anyway.
If you're wondering why this is so fucking retarded. Do remember La Pepa, our first constitution, only had 1 chamber (the regional one, "senate"), we became a bicameral system because when spain was finally going back to democracy after the absolutists had a sperg session the american gov decided to drop a hint that it thought only bicameral systems were true democracies, and since we still had stuff in the americas the gov decided to avoid getting wilsonian imperialismed so they added a second chamber just to keep america happy. And then they got wilsonian imperialismed by america anyway so that went great. Point is, yeah, the second chamber was really always meant to be for show, it's just kinda odd that at some point senate turned into the useless one, though I ain't bitching, senators are on average way more corrupt than congressmen over here, mostly because some of them are directly appointed by the autonomies and oh god those of you that think that's good as anything other than an emergency measure have no idea what you're getting into, they are fucking scum of the highest caliber. (Like, direct appointment is good if the elections have been compromised. But as a matter of course? Fuuuuck no.)
Point of all of this is: I hate having a useless tumor hanging on. But you know what? I sure am glad at least the tumor can't actually make the entire country useless along with it. Whenever I hear about america's 2 chambers just fucking each other over as a matter of course, I just don't get it. I mean, I guess seeing how shitty politicians are the less they can do the better, but still, it's like we have 1 tumor and 1 useful chamber while you just got 2 tumors and no useful chamber at all half the time! And even worse somehow you can have a president that has both chambers against him without being a coalition government. Which is just a whole new level of what the fuck is wrong with this system beyond what I can imagine. How has your system avoided collapse for this long with this bullshit going down?!
