This relative was oxygen-deprived when they were born and are developmentally disabled as a result. I'll just allow you all to draw your own conclusions.
Well straight from the pigs mouth his mom smoked while pregnant with him. Idk what specific side effects that has on babies, but I’d figure it’s oxygen related

The mask is slipping BIG TIME right now, holy shit!

"I'm so frustrated right now. I'm seriously frustrated about the tips situation! That I woulda had $180 in tips tonight! I woulda been in amazing position, with the amount of support I got tonight, but I have to refund it all because the trolls screwed me over this year!"

Edit: First off, you didn't "have to refund it all". You still made $60 bucks in tips, and you CHOSE to refund the rest. Nobody's fault but your own. Second, why the fuck are you keeping tabs on this imaginary total? This is after saying "guys, relax, its not always about contributions" just 2 days ago. Third, looks like you need to release another fake death threat at 4 AM! This will get the whalechairs back out there and supporting!! Keep in mind this dood made well over his $200 goal yesterday, AND just got paid thousands by twitch today or yesterday..

Double edit: Phil blatantly said earlier that he couldn't go overtime tonight. "Maybe like 10 or 15 minutes, we'll see. But I cannot go an hour of overtime, like I normally do on COD"
there is a 0.000001% chance that the greediest scamartist on twitch has even refunded a single $. dont believe his lies please.

Phil is so autistic jesus christ, look at those swings, pure autism, I'm sure he got bullied a lot in school because other students saw him in gym class playing sports like an autistic sperg and rightfully assumed he is a fag.
He looked like a special olympic contestant.

I’ve been waiting for something like this. We all the tards that troll tip him I figured some of them would’ve come forward sooner with some receipts(if there’s been any ive missed them)

Since we know Phil is actively refunding what he thinks are fake tips, I have to wonder why he isn't just disputing them after getting charged back, as he has claimed in the past. If he wins, he can keep the money, so why not just try?

Something must be happening that is causing Phil's fear of the chargeback to exceed his own greed. I would assume either PayPal is warning him that his account could get suspended if he keeps getting so many chargebacks, or he is getting hit with a lot of those chargeback fees. He must be losing the majority of chargebacks for this to happen. Either way, Phil is spooked and it is clearly getting to him.

From what I understood of this recurring conversation, if someone chargebacks you, you just lose the money they had sent you - so it's a wash, despite Phil trying to spin it into a loss.

However, if you contest the chargeback and then lose it, unless the transaction was part of a specific set of exceptions (That A.F.A.I.K. Phil's tips don't fall into) you pay a 20$ fee.

So on the contrary, it's Phil's greed and compulsive need to try to get the money back that puts him in the red. If he just accepted the chargebacks as they happen - with or without refunding tips he found dubious to try to filter it a bit - he wouldn't be in this situation.

If he wants to play a Retro game I want him to play Metal Marines. a classic SNES game that mixes RTS, base building and Battleship. I can't imagine the salt "Whaaat? How does the enemy know where my supply HQ is! *snort* Bullshit! why do my mechs get destroyed so easily? Whaaat? I cn equip different weapons? Nobody told me that!

Slight useful powerlevel here regarding chargebacks.

I myself have never worked as a service provider or a product seller whose earnings could be charged back by clients. However, I do work for a company that had some serious issues for quite some time related to chargebacks, mainly from bad-faith users of a digital platform that wanted to have their cake and eat it too.

If chargebacks occur too frequently, the company getting charged back can be put into a "recovery program" by a credit card company. For example, MasterCard has a chargeback compliance scheme called "Excessive Chargeback Merchant program". It is a way for MasterCard to oversee whether the company is doing things right in order to prevent chargebacks, and MasterCard will penalize the merchant for not properly following protocol.

My point is, Phil does not really get charged back. PayPal most likely has a program like the one above that Phil had to accept, that forces him to refund in order for him not to be penalized. That would be my guess. He'd be risking his livelihood by contesting chargebacks, and not even he is that stupid.

And the worst part, based on what he said at least, is this is money from ignorant people. He is trying to keep stolen money and he actually admits it. I know Twitch is shitty but shouldn't this be cause to investigate Phil? He says they are from stolen credit cards, and rather than immediately refunding it, he tries to keep it.

Or his chargeback claims were never real to begin with and refunding tips that look suspicious is just something he has been quietly doing for a long time.

One must remember that Phil's narrative is whatever he needs it to be. He used to claim that he always won chargeback disputes, until he needed people to think otherwise. If you ask me, Phil has never fucked with chargebacks because he figured out a long time ago how that is going to go for him. He just wanted the paypigs to think that they needed to tip him more to compensate for the actions of trolls, until that backfired and now he's easing off on that grift.

Why not just play chrono trigger then?

Setting up to blame his audience when nobody shows up to watch it?
If he does it this way, he can still play CT, but there is a possibility that he'll be able to use it to hit a 1000k sub goal, and play the game.
Worst case scenario is that he hits 1000k subs and has to play another retro game he already played once, and can still play CT. At least this way, there is a chance he'll have to play one less game and can get paid to play something he wanted to play anyway.

It's also partly just him experimenting with ways to control the outcome of Viewers Choice marathons so that they can just become a sub grab that results in him playing something he wants to play anyway, instead of fans squeaking in things like Divinity. New restrictions, fancy narratives about gaming epiphanies while Kat twerks to Robo's theme, making them do legwork or he can veto their choices...

To add to what @Nixxit said, the problem is also SH. He uses stolen credit cards, which are instant wins as far as chargebacks go, so Phil has no hope when he contests them. If he does, he eats the fees. But he can't tell which ones are SH because he has tipped both high and low amounts, and has sent positive, negative, and no messages.

Phil has said repeatedly lately that he has received 'hundreds' of chargebacks from SH and has insinuated that he has "cost him" $5000-$7000. Assuming records SH has posted are true, this is not remotely correct - he is fucking with Phil, but not to that degree. Assuming Phil isn't intentionally lying, what I'm starting to think is that Phil has actually started to refund potential troll tips. But every time he does, regardless of who it is, he just assumes it was SH. Phil doesn't see this as 'being safe', he sees it as SH being behind it/it being SH's fault directly. His rant last night corroborates this - he blames SH for making him do refunds. So he's probably just crediting it all to him, when in reality he could be contesting some of them. He just doesn't know which ones.

As to why he isn't at least blindly contesting more, he probably tried too hard a few times and go bodied with Paypal fees, resulting in fewer WWE pulls. If this is all the case, then this is a suitable hell for Phil. He wants so desperately to lie and obfuscate money and not be transparent about what is happening here that he is mired in paranoia and unfulfilled greed, as well as a nagging addiction that he has lied about. But that would require me to believe both him and SH in the little information they've given, and I'm not fully onboard with that yet.

I'm actually in the camp now that the chargebacks are real (though he does exaggerate them for pity and tip fishing). Mind you, as others have pointed out if he weren't a greedy fuck and likely spending that money near-instantly then he wouldn't have a problem. His problem is that he's started making it harder to tip unless he has some way to make you feel intimidated into not charging back (giving your name, registered paypal, etc), and that's hurting his tips because fewer legitimate people are willing to do that. I think that's what has Phil so fucked up right now, his tips are getting less and less because of his new Orwellian tip control. He'll of course never realize it's his fault though, no, this is all the people charging back's fault obviously.

If he hadn't once displayed awareness of the reality of disputing every chargeback, I would agree, but he has done exactly that. Doesn't mean he isn't attempting to keep at least some of the money he gets tipped that looks suspicious, but with SH fucking with him, and him knowing that he's not going to win every time, I find it more likely that he just doesn't risk getting hit with any fees and lets the chargebacks go.

Unless, that is, he used to claim nailing a perfect on all chargeback disputes because in reality it was close enough to 100% for his liking and if he was honest that would stop being the case. He DOES like to play games of luck, after all, and almost entirely because sometimes he wins.

So let me get this straight, He's right at the end of Yakuza 7 and instead of finishing a game he's been playing for over a month he's going to spend this stream in the Kamurocho dungeon which consists of just 2 floors?

He has at most 40 minutes worth of encounters in the millennium tower before the two boss fights and the final cutscenes. The next stream isn't until thursday so he's not going to finish the game for another 4 bloody days.

He won't head into teh tower today i can guarantee that once he's done with the dungeon he'll just mill around Kamurocho. Pisstake.

Correct. Last time he hyped it up as A BRAND NEW CITY WITH WHOLE NEW KHANTENT OPENED UP when the developers were so lazy they didn't even bother putting in a single side mission in Sotenbori and Kamurocho. Sotenbori also at least has the Battle Dungeon, Kamurocho doesn't have shit. He's probably gonna dick around by visiting all the restaurants. Maybe we'll get some gold dust like last time when he went to Kanrai, thought they were eating raw meat until someone told him that in Korean BBQ places there's a flame in the middle of the table so you cook the meat to your liking, after which he asked why anyone would go to a restaurant to cook their own food.
