Starlink is the main viable solution to this problem since it doesn't require laying cables. I don't know if Bob has commented on it, but it will finally provide somewhat decent internet coverage to remote backwaters like Appalachia which are currently losing population and might make them viable places to work again. West Virginia lost 3.7% of its population since 2010 so not much is going to happen there unless something changes.
It's still going to be shit and reliant on signals not being interfered with by weather. I remember a friend of mine using satellite; his connection died like a frog in a blender.

If you want to make a section of a place not shit, you need money and time to make it not shit. A pretty big amount of money and time.

Bob doesn't want people in flyover country having amenities. He wants everyone to have a miserable bugman life like himself. It's unfair to him to have a higher quality of life in the country, where there are fewer people, cleaner locales, more nature, and stronger traditions.

It has always amazed me that people from the cities seem to think we all live like it’s 100 years ago out in the boonies. Sure sometimes it takes a bit of driving to get to places but it’s a small price for cheap quiet living where most folks leave you alone.

after all, it's much cheaper to pay an Indian or Filipino to code than have a westerner do it

Well yeah, but he's the "wrong" person to be saying it. Like when Tom Cruise talked about how important Covid safety is, it should have been Samuel L Jackson.

If Space Force had set up a program to establish a human presence on the moon, and the actual construction began under Biden, Bob would be going on about how it's so amazing that Biden is leading us into the superior future even though it was set up under Trump. He did a blog post or something where he acknowledged that Obama was anti-space, but said he still voted for him because it would "lead us into the future." Except that the future, according to him, is space travel. It's just one of his many, many, inconsistencies that his ego justifies as intelligence.
 
Has he ever talked about anything else regarding the "superior future" that doesn't relate to space?
I somehow doubt it involves an expansion of industry, thanks to new opportunities in new planets, terraforming, agriculture and getting potential colonists to be self reliant.
So far, i think the only thing we heard was the moon wheat tirade.
