China bans journalists from reporting on ‘we media’

China has embarked on a massive crackdown against journalists who use self-media to spread information, amid tightened media censorship.

The measure is part of the annual renewal of press credentials for media workers, said the National Press and Publication Administration (NPPA) in a directive published on Jan. 19. Individuals working at newspapers, broadcasting companies, TV stations, news websites, and news production studios are subject to the campaign, which takes place from Jan. 20 through March 19.

Self media is publishing on independently operated social media accounts — using platforms such as WeChat, Weibo — and the campaign involves looking for violations such as publishing work-related information on such media accounts. Spreading disinformation or fake news, creating news for personal gain, and moonlighting for jobs associated with journalism are also outlawed, according to the notice.

In a Monday (Jan. 25) article, Hong Kong newspaper Ming Pao suggests that changes to how people access information have propelled Chinese journalists to resort to "we-media" — referring to online news sources operated by individuals or collectives, often amateurs. The trend also reflects the need to find an outlet to publish news and express views amid ever stricter control of news content from the authorities.

Beijing has launched similar initiatives to muzzle the freedom of speech online. In October 2020, the Cyberspace Administration of China (CAC) said it would clamp down on internet browsers in a “rectification effort” to address what it called social concerns stemming from information published online, wrote Reuters.

How can I say the CCP is competent? It literally raised 1.3 billion people out of poverty in 30 years. China is building border walls with Vietnam and Myanmar to keep people out, but also in

Border closures have become a key feature of the COVID-19 era, but China's decision to reinforce border walls with its South-East Asian neighbours has stirred up fresh controversy.

Then-US president Donald Trump gained world-wide attention when he announced his plan in 2015 to build a 1,609-kilometre long "beautiful border wall" in an effort to keep Mexican migrants out of the US.

But on the other side of the Pacific, China is working on its own lesser-known projects along the borders of Vietnam and Myanmar.

"It looks like a national program," South-East Asia expert and emeritus professor Carl Thayer of UNSW Canberra told the ABC.

The project in Vietnam, according to Chinese state media Xinhua, involves a 4.5-metre-high iron fence, topped with barbed wire, along the Beilun River.

Built between 2012 and 2017, the $29 million project reportedly stretches 12 kilometres, and is there to curb the smuggling of goods, drugs and people.

It continues to be extended as additional phases are rolled out.

Meanwhile, a 659-kilometre-long fence has reportedly been completed along China's 2,000-kilometre border with Myanmar in December, in between China's Yunnan province and Myanmar's northern Shan State, according to Radio Free Asia and Myanmar's The Irrawaddy.

While jingoistic tabloid Global Times has cited China's need to stop the spread of COVID-19 and to prevent smuggling, in some cases the walls are designed not just to keep the virus out, but to keep people in.

According to Professor Thayer, although smuggling might not be the main reason behind China's recent border reinforcement measures, illegal cross-border activity has been a major headache for both China and Vietnam since 1979, when the war between the two countries ceased.

The persistent criminal network of smugglers on both sides, with the help of local officials and security forces, led to a series of issues, including the illicit trafficking of Vietnamese women to China, Professor Thayer said.

The ABC reported in 2018 that at least 100 girls were repatriated to Lao Cai province of Vietnam from China every year, but many more were stolen, sold and never returned.

China's more recent explanation for the wall construction described the urgent need to stop illegal border-crossers due to the COVID-19 pandemic, according to Global Times.

Vietnam has reported just 1,500 cases of COVID-19 and 35 deaths, compared to 98,000 cases and 4,798 deaths in China.

But Myanmar has reported more than 130,000 cases of COVID-19 and almost 3,000 deaths, and an outbreak in migrant workers from Myanmar last month has led to a second wave of the virus in neighbouring Thailand.

In video clips posted by a Chinese YouTuber A'Mu, part of the border wall in Wanding, China's border town with Myanmar, was seen being upgraded, including security cameras installed every couple of metres.

"Before the pandemic, there was no wall, but only short wooden fences," A'Mu said.
A'Mu is one of many Chinese YouTubers to post videos of the border wall being recently reinforced.

Apart from the need to control the spread of COVID-19, experts say China's wall-building on the Vietnamese border reveals increasing economic anxiety, as the flow of migration has become two-way instead of one.

Professor Tran Ly of Deakin University, who studies international graduate employability, said the reason Chinese migrant workers were moving to Vietnam is multi-faceted.

"[They are] attracted by not only job prospects but also life opportunities associated with fast economic growth, political stability and effective management of COVID-19 by Vietnam, one of their closest neighbouring countries," Professor Ly said.

"[Vietnam] has created a favourable and secure market condition for foreign investment… and attracted manufacturing companies originally based in China to relocate to Vietnam."

Tens of thousands of skilled Chinese workers left China for Vietnam in recent years, according to local media VnExpress, which reported some 33,770 Chinese nationals were working legally in Vietnam before the pandemic.

And according to a Radio Free Asia report from October, hundreds of skilled Chinese workers left China for Vietnam and some manufacturing companies relocated, due to Vietnam's rising economic status.

Illegal immigration is a problem for both countries — last month, Vietnam repatriated at least 29 illegal migrants from China, according to Vietnamese local media.

More than 100 Vietnamese people, who had gone to work in China illegally, were also found to have crossed back into Vietnam illegally in a four-day period in September last year.

Apart from Vietnam's favourable investment environment, Professor Ly also pointed out that geopolitical factors have impacted the relocation and change in the employment market.

"Tensions between China and the US, and other countries like Australia play a role in influencing manufacturing companies' decision to move from China to Vietnam."
While some skilled workers have found a legal way to migrate, Professor Ly said many workers have crossed the border illegally.

As a result, they face significant barriers in finding jobs after arriving in Vietnam, she said.

However, the tightened border doesn't just impact on the lives of migrant workers — a commonly shared view among many critics is that the border wall China is constructing targets Chinese dissidents.

"It is aiming to curb the flow of Chinese out of the country, not just for unemployed workers, but anyone that China doesn't want to leave," Professor Thayer said.

The ABC has approached the Chinese Ministry of Foreign Affairs for comment about the Beijing's reasons for the border walls.

China's Yunnan province, which borders Vietnam, Myanmar and Laos, has "long served as an outlet for ethnic Uyghurs and others seeking to gain asylum in the West", as well as a corridor for refugees escaping North Korea, according to an article published by The Diplomat.

Myanmar's military also expressed to China its objection over the new border structure in November, according to The Irrawaddy.

Even though China referred to COVID-19 as the reason for the recent construction, the Irrawaddy suggested the building has actually been taking place on and off since 2018, and has long been a source of tension between the two nations.

The ABC has contacted the Vietnamese Ministry of Foreign Affairs and Myanmar's Government spokesperson for a response.

Again cherry picking, cases with road failures in recent times again, resulted in the project managers and local officials being investigated and guess what, getting the bullet because it's found they're skimming through using substandard materials or often more commonly, not actually building to plan, by skimming off certain layers or building the roads more narrow that they need to be. I'm arguing that the CCP is a more competent Government than the Neoliberal Western Governments and that China's Model/B&R provide a better developmental model for Developing countries than Western Neoliberalism and the IMF/World Bank. The West has had a 150-ish year headstart on Industrial Development than China did while China is still hasn't even majority mechanised it's agricultural production. What China, and the CCP have achieved in such a short amount of time has legitimately been stunning. (and this goes to Singapore, Taiwan, Korea, Japan as well. Wet Markets are a standard of experience in Grocery in Asia, even developed Asian countries like Japan have live Wet Markets. People in China don't want Wet Markets banned and replaced with standard Supermarkets, hell even here in the West, if you go into large Asian grocers, they often have a set up to at least try emulate the "feel" of a Wet Market.

Nothing to do with believing their numbers, but power usage in the region was expected to dip around 6% in December-January but went the opposite direction due to a more speedy recovery and return to "normalcy" than what was expected. Claims that Australian coal caused the drain (a claim made by Australia-China hawks) isn't really based in fact and easily debunkable as the rolling blackouts were short and temporary and were able to be fixed as generation was quickly able to be ramped up. Australia could hurt China with Iron Ore, but Australia also knows it's mismanagement for decades has led it to frankly being a Banana Republic that is way too reliant on China, but has nothing to actually produce or sell to anyone else due to Government hostility against any industry which wasn't mining and FIRE. (They literally replaced their fucking National fiber network with copper, just to fuck over the Tech industry so it didn't provide competition for Australian vested interests)

China’s coronavirus vaccines were supposed to deliver a geopolitical win that showcased the country’s scientific prowess and generosity. Instead, in some places, they have set off a backlash.
Officials in Brazil and Turkey have complained that Chinese companies have been slow to ship the doses and ingredients. Disclosures about the Chinese vaccines has been slow and spotty. The few announcements that have trickled out suggest that China’s vaccines, while considered effective, cannot stop the virus as well as those developed by Pfizer and Moderna, the American drugmakers.

In the Philippines, some lawmakers have criticized the government’s decision to purchase a vaccine made by a Chinese company called Sinovac. Officials in Malaysia and Singapore, which both ordered doses from Sinovac, have had to reassure their citizens that they would approve a vaccine only if it has been proven safe and effective.

“Right now, I would not take any Chinese vaccine because there’s insufficient data,” said Bilahari Kausikan, an influential former official at Singapore’s Ministry of Foreign Affairs. He added that he would consider it only with “a proper report.”
At least 24 countries, most of them low and middle income, signed deals with the Chinese vaccine companies because they offered access at a time when richer nations had claimed most of the doses made by Pfizer and Moderna. But the delays in getting the Chinese vaccines and the fact that the vaccines are less effective mean that those countries may take longer to vanquish the virus.

Beijing officials who had hoped the vaccines would burnish China’s global reputation are now on the defensive. State media, meanwhile, has started a misinformation campaign against the American vaccines, questioning the safety of the Pfizer and Moderna shots and promoting the Chinese vaccines as a better alternative. They have also distributed online videos that have been shared by the anti-vaccine movement in the United States.

Liu Xin, an anchor with CGTN, the state broadcaster, asked on Twitter why the foreign media has failed to “follow up” on the deaths of people in Germany who have taken one vaccine — though scientists have said the people were already seriously ill. Ms. Liu’s tweet was shared by Zhao Lijian, a top spokesman at China’s foreign ministry.

George Gao, the head of the Chinese Center for Disease Control and Prevention, has questioned the safety of the American vaccines because their developers used new techniques rather than the traditional method embraced by Chinese makers.
China had hoped its vaccines would prove it had become a scientific and diplomatic powerhouse. It remains on par with the United States in the number of vaccines approved for emergency use or in late stage trials. Sinopharm, a state-owned vaccine maker, and Sinovac have said they can produce up to a combined two billion doses this year, making them essential to the global fight against the coronavirus.
Unlike the Pfizer and Moderna vaccines, their doses can be kept at refrigerated temperatures and are more easily transported, making them appealing to the developing world. They have been doled out as aid to countries like Pakistan and the Philippines.

China’s campaign has been plagued with doubts, however. Many people have memories of the country’s vaccine scandals. Several governments remain angry about Beijing’s lack of openness about the virus in the early days of the pandemic. Its efforts at the start of last year to distribute masks and protective equipment to the West came under fire amid reports of shoddy quality and the demands by Chinese officials for public thanks.

A YouGov survey this month of roughly 19,000 people in 17 countries and regions showed that most were distrustful of a Covid-19 vaccine made in China. The misinformation campaign surrounding Western vaccines could further undermine its image.
The delays in shipments to places like Brazil and Turkey have been the latest hitch.

In Turkey, the government initially promised that 10 million doses of the Sinovac vaccine would arrive in December. Only three million did in early January, according to Fahrettin Koca, Turkey’s health minister. He did not explain the reason for the shortfall, which has been criticized by opposition politicians. The remaining doses finally arrived on Monday, according to Anadolu, Turkey’s state-run news agency.

In a statement, China’s foreign ministry cited its needs at home, where the coronavirus has re-emerged.
“Currently, China’s domestic vaccine demand is huge,” it said. “While meeting domestic demand, we are overcoming difficulties, thinking and trying ways to develop international vaccine cooperation with other countries, especially developing countries in different ways, and providing support and assistance according to their needs and within our capacity.”

The sporadic outbreaks could also hinder production. Sinovac, which declined to comment, said on Friday online that it was looking for workers for a Beijing-area facility where an outbreak had frightened off potential employees.
Countries like Turkey and Brazil are rolling out their immunization programs with a Sinovac vaccine because Western companies cannot deliver as quickly. But Brazil’s efforts have been delayed as well. Eduardo Pazuello, the country’s health minister, said China is not acting fast enough with the documents needed to export raw materials to Brazil.
“We are making strong moves at the diplomatic level to find where that resistance is and solve the problem,” Mr. Pazuello told a news conference last Sunday.

On Wednesday, Rodrigo Maia, Brazil’s speaker of the house, told reporters that he had met the Chinese ambassador to Brazil, who “made it clear that there is no political obstacle, that it was a technical process that was delayed a little.”
Other vaccines are beginning to fill the gap. Brazil’s health ministry announced on Thursday that a previously delayed shipment of two million doses of the Oxford-AstraZeneca vaccine would be arriving the next day from India.

The world was also caught off guard by the disclosure that the Sinovac vaccine may not be as effective as previously thought. Earlier, officials in Turkey said trials there showed the vaccine has a 91 percent efficacy rate. In Indonesia, it was 68 percent. In Brazil, researchers initially said its efficacy was 78 percent.

Then, on Jan. 12, scientists said it had an efficacy rate of just over 50 percent, once people who experienced mild symptoms were included. That level is a hair above the threshold set by the World Health Organization to consider a vaccine effective. In a news conference last week, Sinovac’s chief executive officer, Yin Weidong, reiterated that the vaccine is 100 percent effective in preventing severe cases. He said the lower efficacy rate was because the trial was focused on health care workers, who had a higher propensity of contracting Covid-19 than the general population.

Jair Bolsonaro, Brazil’s president and a critic of both China and its Covid-19 vaccines, pounced on the data. On Jan. 13, he mocked the vaccine’s efficacy rate, asking a supporter: “Is that 50 percent good?”
To be sure, the Chinese vaccines have a big appeal to many countries. More than 40 countries have expressed an interest in importing Chinese vaccines, according to China’s foreign ministry. Several world leaders, including President Reccep Tayyip Erdogan of Turkey and President Joko Widodo of Indonesia, have gotten a Sinovac vaccine.

But the spotty and inconsistent disclosures about the vaccines remain a problem. In the case of Sinopharm, the company said a vaccine candidate made by its Beijing Institute of Biological Products arm had an efficacy rate of 79 percent, but it did not disclose crucial details. Sinopharm didn’t respond to a request for comment.

In Hong Kong, a special administration region of China that has ordered 7.5 million doses of the Sinovac vaccine, officials have not received an application for emergency distribution nor any data from the Chinese company.
“Whether it is because they are not making enough or if they have no plans to send the vaccines to Hong Kong yet, I don’t know,” said Dr. Lau Chak Sing, who heads a Hong Kong government advisory panel on Covid-19 vaccines.

Data disclosure has also been an issue in the Philippines, which has secured 25 million Sinovac vaccine doses. Risa Hontiveros, an opposition lawmaker, said President Rodrigo Duterte’s administration “continues to cram their preference for Chinese-made vaccines down the public’s throat, without emergency use approval and with inconsistent data.”

Leila de Lima, a senator and opposition leader who is in prison, expressed anger that the government is paying $61 a dose, more than double what Sinovac’s partner in Indonesia is paying. The presidential palace said that price was overstated but it couldn’t divulge the real ones because of a confidentiality agreement.

Despite the uncertainty, many people may have little choice.
“I’ll have my jab,” said Kayihan Pala, a member of the Turkey Medical Association’s Covid-19 monitoring board. “I am waiting my turn, because there is no other option.”

Chinese people are among the optimistic in the world, trust their Government more than Westerners do and believe the CCP responds to their needs more thanks to how Mass Line is carried out which ironically probably actually sees the average Chinese have more impact on the direction of their country than the Average American due to Chinese Governmental historical paranoia about lack of legitimacy and uprisings
As a Chinese, I've never heard of any satisfaction survey, and I don't think I or the people around me are optimistic at all. I understand that you may be dissatisfied with the current situation of your own country, so you envy another distant country. But only when you live here as a local can you really feel how shitty life here is. Just recently, an anchor suffered from malnutrition and died alone at home because he had no money to see a doctor. Even after a few days, his body was found, let alone the one I knew Some students who jump to commit suicide because they are desperate about the status quo. I would like to remind you to look less at the propaganda that obviously belongs to our government。😅
