Gabon, Pakistan, Malawi, Cuba, Russia, and Uzbekistan are fairly shoddy when it comes to respecting human rights at even a basic level. I don't know enough about Nepal or Senegal, but I wouldn't be surprised about them having some pretty shoddy records as well.

Without knowing too much about the Francafrique and the complex interrelations between France and its satellites, Ivory Coast and Senegal are at least somewhat democratic in nature, as is Malawi. Nepal probably is as well, but I'm fairly suspicious of any country run by communists, even democratically elected ones.
