Agreed. Tim passes the "sniff test" in a way that Levi & co. never could, just based on pictures alone. There's something about being from an era where the internet was something you used and isolated in computers and were still expected to get by in regular life. Don’t get me wrong, I think Tim is extremely deranged and sadistic individual but based on the aforementioned guilt trips he’s prone to go on accompanied by his bizarre explanation as to why it’s acceptable to do what he does to younger living things (some fucked up idea about how they don’t yet know what love is or something so it’s okay to rape/kill them... I’ll find the screenshot) it seems like Tim fits well into the category of person who has that deep seated understanding that what he does is wrong but he completely fails/doesn’t care enough to control his bloodlust.
I don’t recall seeing anyone else in the telegram chats express feelings of guilt the way Tim does. I read over the guilt screencap in the OP a couple of times, and this might just me projecting my own opinions onto it, but it looks like Tim is getting frustrated by SnakeThing/Golden Retriever. One of the darkly humorous things about the Zoosadist leaks is Tim boomer messaging style mixed up with all these freakshow spergs dropping xD constantly.
The screencap starts with Tim saying "um, I love necrobeastiality", like he's being questioned whether he's into it. Than SnakeThing tries to deescalate a disagreement between Tim and Golden Retriever. Tim makes his comment "when they're alive they suffer", than the two other ones talk gleefully about being able to do it enough that they stop feeling guilty while pushing the goalpost beyond what constitutes the "hardcore suffering" that they're not into.
Tim is obviously upset in this exchange. Maybe something about these two young guys, rookies compared to Tim, talking so loosely and freely about all this fucked up shit? Like an Afghan veteran having to listen to two fresh privates talk about all the people they're going to kill?

Ponseti et al. [14] found increased brain responses in pedophiles when viewing images of infant animals. This opens the possibly that pedophilia is linked to an "over-active nurturing system" in addition to or instead of an abnormal sexual system. This research is consistent with previous research finding increased brain responses of men with pedophilia not only to pictures of naked children but also to pictures of child faces. This is also particular consistent with the subgroups of pedophilia and zoophilia showing emotional congruence's with children and animals.
An over-active nurturing system would explain Tims overblown emotional reactions for animals. I still think that his primary driver is the total destruction and violation of innocence, which makes him distinctly more of a menace than the run-of-the-mill pedophile, but I concede that my initial Michael Myers-esque description may have been a bit heavy-handed. Who would’ve guessed that a deranged, sexually sadistic individual like Tim would have an interest in child pornography? Sarcasm aside, anyone who has taken a look at the photos Tim has saved as his favorites on flickr certainly would’ve guessed. Here is just a selection of pages of his favorites. You’ll get the idea.
Tucked between the various shots of sunsets, landscapes, flowers and trains are photos of roadkill, decapitated deer, dead or medically mutilated dogs, legal but risqué photos of children (disturbing given the context), puppies, and several shots which very easily may be a wishlist should Tim ever go on safari (hyenas, jackrabbits, elephants, etc.)
Initially, Tim’s identity was revealed by a telephone number being linked to his Tim Win telegram account.
But it was Tim’s love of photography that was instrumental in confirming his face dox. Initially, a *potential* photo of Tim was sourced via his niece’s facebook page and posted to the zoosadism megathread. I’ve included a tightly cropped photo here so as to minimize anyone else’s likeness being associated with this thread. Following this post, several users reached out to me providing links to Tim’s photography pages including his current flickr (and abandoned flickr). Most importantly, his 500px account was located. It was immediately apparent that not only did the faces match but several other pieces came together further corroborating the authenticity of the face dox. Other pieces of information matched up as well such as his profession as a lithographer, his owning a golden retriever, and the fact that he makes decent money (which is then spent on camera equipment). The final confirmation of the face dox came in the form of a profile pic of myspace.com/rainstir ([archive]the well-established pen name he used early in his zoophilia production career). At that point there was no question.

While this is the first time Tim has been revealed to the public at large, other non-sadist zoophiles have known about him for years. Somewhat (in)famous and outspoken zoophilia advocate Doug Spink (more info here and here), confronted Tim about his bloodlust on two different occasions (we know the second time was in 2009). Apparently, whatever council had assembled to decide Tim’s fate let him off with a stern warning and barred him from ever owning a dog again. We all know how that went. Spink claims to have opposed the way the situation was handled and in the months leading up to his death from cancer Spink led a crusade against Tim publishing an open letter on his twitter account as well as talking about him at length on his podcast ‘Zooier Than Thou.'

I’m new to kiwi farms (just made an account today) but I have been following the news on the zoosadist rings in the furry community for around 3 years now, and the work you guys have done has been phenomenal. I’m sure I’m not the first person to ask this But is there any way of getting this guy behind bars? I don’t know much about the justice system and tbh I’m not tech savvy but surly there has to be a way to get this man to answer for his evil shit. Maybe by trying to contact PETA or something along those lines?

I don't want to be rude, but this has been discussed with law enforcement phone numbers being shared. There's also more than enough information in the original post to be able to use a search engine to figure out what law enforcement agencies are local and their contact information.
It would be way more than just PETA (which is really nothing more than an anti-human organization, not an animal right org. They kill animals all the time at their 'shelters'.), one thing I've learned from reading these zoo threads is that it is never 'just' animal abuse (as horrific as that is). Every one of these guys seems to also be a pedophile. So while they may attract our attention with the zoosadism, it seems to be just the tip of the iceberg with most of these guys.
It would not surprise me at all if it turns out some of these guys in the secret zoosadist chats also happen to be murderers or even child killers.
I hate to burst any "we got em" excitement but unfortunately that address probably does correspond with the Russell Road in Centralia. The key here being that they mention it's in the 3000 block; this means that the address is a four digit number, starting with the number three. Home adresses on Russell Road in Winlock are three digit numbers going from 100 to about 500, whereas if you Google Maps search 3000 Russell Road in Centralia, it brings you to a block of 3*** addresses. Probably not our guy, unfortunately.

Welcome to the forum. To add on to what fartinloudbarfinproud said, this thread is not a place to orchestrate some sort of mass reporting. Message people privately if you want to find out whether this or that has already been done to inform your course of action.
