I think the whole thing is difficult.
The Australians have abos, the whites don't really breed with them, they look totally different and you can pretty easily give them money because it's obvious they are abos. (ok they might be Tongans or whatever but they won't be confused with honkies)
But Canadian natives are basically SE Asians ethnically, and a couple of generations mixed with white you wouldn't notice the difference, as with say Mark-Paul Gosselaar (1/4 Indonesian).
So logically you probably need to tell anyone who can't prove their immediate parents were living as natives to FOAD, because a few hundred years 99% of white people were poor so someone who not only looks white but didn't grow up in a native reservation is in the same position as any other random white person in the world.
I don't think that will happen tho because we've seen that just as blacks love to claim oppression, so do white people, and you variously get white people claiming to be victims for being fat, autistic, having some bullshit illness, for being trannies, etc. so it's no surprise that they will claim to be natives when it's profitable to do so.
I haven't looked at Canadian natives too much, but I do remember the last one I looked at, the entire family was essentially modern white middle class SJW working in academia in the US and in Canada living a life indistinguishable from any typical average modern liberal, except for them all making a living by claiming to be native.
As I remember in that case they had a more legitimate case to claim to be native, but the problem is how they do it. I know a scholar who is legitimately from some minor world ethnicity, and as he's a professor living in another country he can't fully claim to be a part of it any more, but his scholarship is focused on documenting language, rituals, cultural practices and so on, and what he's doing is no different from what any scholar of the past would have done except that he's a (arguably former) member of the group he's documenting
I get the impression that the average Injun Studies professor is not so much documenting history as making up a whole theology focused on themselves as victims (from their position as tenured professor).
Ultimately all cultures die and/or are assimilated and you are just left with vestiges of them, as part of the process, so British people from one part of the UK have slightly different culture from those from another because parts of their superstitions from hundreds of years ago stuck with them.
I don't think there's really any way to keep these things alive, because once you have doctors for example, the demand for tribal medicine will decline quite quickly, and you can't really do much more than keep a record of their practices. You can't preserve traditional medicine when it's close to useless and people have access to more effective alternatives.
Things like art, architecture, clothing will die out fast too, because when you have limited external influences then you'll be happy to build according to traditional practice, make and dye your own clothes, and spend all your money on some magic beads, but once you notice that people around you have Nintendos and iPhones, then the amount of money you have to spend on the costly and time consuming aspects of your traditional culture will shrink to close to zero, and you'll buy clothes made in a sweatshop in China for $0.50 and cheap generic construction for your house, just like everyone else.
