Not sure about the chinese, but off the top of my head I know the fed has been trying to pay natives reparations for years and keep getting turned down. E.g. the Sioux were awarded millions in a SC settlement over the black hills, but refused. Last time I checked interest on that hit over a billion, and that was like a decade ago. They want land, not money. So that particular style of racial tension is basically never going to go away ever.
So, damned if you pay, damned if you dont. Only certainties in this world are death, taxes, and minority whinging.

I guess they forgot "No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law." And the 2021 Appropriations Act doesn't allow reprogramming funds for a new "program, project, or activity." So they have approximately $0 they can spend on reparations. Which is the correct amount.
