Something that I've noted and spoken to a few people who studied brain oddities about... is that muscle-bodybuilding fetishes also have no small degree of correlation with fat fetishes or pregnancy fetishes. Some kind of similar impulse or kick for abnormal body silhouettes or something gets these people all rearing, so expect a wide array of things that Lou will desperately beg money to fund if we're truly entering the dark days a horny early-spring arc.

most likely he actually bought something and is waiting for it to be approved by the bank and then he'll be hit by the Overdraft fee.
Unless they changed something, Citizen's will let you buy one item over your amount and then slap you with the fee and block the card from purchasing until you pay off the fee/balance. Happened to me a long long time ago when a paycheck took longer than I expected to come through. Of course, back then, it was $30 overdraft charge.
It is currently $37 and I swear I remember getting a notification it was going up to $40, but I can't find it. (According to the link, it's up-to-four items overdrafted I guess.)
