There are countries were you need a licence to buy and a licence to operate a chainsaw? Where I am the only time you will need a licence is if you use a chainsaw to cut a tree that belongs to a forest because you are deemed unqualified to do so.

I feel Subaru's "1:1200 odd" is probably for those who actually get through the initial screening (sending application with videos etc.).
