I mean for fuck's sake, food companies such as Dunkin Donuts would throw out perfectly good donuts at the end of the business day rather than donate it to a shelter somewhere because the legal exposure it presents to the company should someone eat one of those donated donuts and declared it as stale and have a little tummy-ache far outweighs the optics of the good deed. Anyone big enough that everyone knows is raking in cash will always be potential lawsuit targets.
And take note, the legality of a lawsuit should any of the dumbfucks who watch Haato follow through on doing some self-harm isn't even the main issue - it's the OPTICS of it, and the potential of the issue to get viral and picked up by mainstream media - which will do its absolute best at sensationalizing it for clicks. That's not something Cover can risk and these new rules do make sense that it helps mitigate that by sanitizing the content. It's a blow to the creativity of the girls as it pretty much serves as a muzzle, but that's another can of worms.
