Yes, it is my understanding that they would want her to be as healthy as possible before doing the surgery. So things like her blood pressure, heart rate, iron levels etc they would want these within the normal ranges to ensure that the surgery has the best chance of healing without complications, and so that she is less likely to die on the operating table. They would also be considering her mental state and the fact that she is going to pick her stumps, so they will want her to be healthier mentally.
They still have to weigh up the fact that she could easily become septic with these open wounds and that could kill her, so they would still want to operate. Because she is so unwell, I think they wont operate until it becomes an emergency situation - like she has an infection or something, because then it could go septic and kill her.
At the moment it's not acutely life or death so I dont think they will operate.
